JOURNALISM Series https://buljourn.enu.kz/index.php/main/article/view/494
In today's digital landscape, social networks have transcended their role as mere platforms for information exchange and have evolved into vibrant forums for public discourse. Numerous examples underscore this transformation. Take, for instance, the “Ex-Minister’s Case” in Kazakhstan, which not only galvanized protests against violence but also catalyzed the incorporation of concepts like “harassment” and “stalking” into legislative frameworks. However, the concerning issue of child safety in the realm of social media cannot be overlooked. Addressing this concern, on February 23, 2024, the head of state endorsed legislation amending certain laws of the Republic of Kazakhstan pertaining to education, mentorship, and child safety. Furthermore, the enactment of the law “On Online Platforms and Online Advertising,” effective March 2, 2024, mandates compliance from influencers, bloggers, and all users disseminating paid content. The proliferation of various forms of fraudulent activity necessitates such legislation. Notably, the imposition of a 5-year prison sentence on prominent bloggers for promoting a pyramid scheme underscores the gravity of the issue.

Political discourse and news analysis are ubiquitous across social media platforms. However, the prevalence of manipulation, particularly during electoral campaigns, undermines citizens' capacity to make well-informed decisions.

Facebook, Instagram, TikTok, X (Twitter), Telegram, and WhatsApp—these platforms have not only become conduits for information dissemination but also integral channels for its consumption. The dissemination of misinformation during pivotal events such as the “Arab Spring,” the Hong Kong protests, the anti-racism movement, and the U.S. presidential election continues to exert influence on global politics, accentuating the significant role of social networks in shaping public consciousness. Even following the information vacuum following the «January events» in Kazakhstan, societal political sentiments can be gauged through social media posts and discussions. The enduring impact of social media on political consciousness underscores its continued significance. This article presents research findings pertinent to these evolving dynamics.
Gulmira Ashirbekova, Akmaral Berekotova , Aibarsha Zhaksylyk Copyright (c) 2024 https://buljourn.enu.kz/index.php/main/article/view/494 Sun, 22 Sep 2024 00:00:00 +0000 Bulletin of L.N. JOURNALISM Series https://buljourn.enu.kz/index.php/main/article/view/499
The proliferation of social media has led to profound changes in the media field worldwide, and this has initiated a transformation in sports journalism driven by digitalization. New media actors continue to transform traditional sports journalism into processes that can be evaluated both positively and negatively.

This research examined how sports journalism is affected by the digitalization process through social media tools and football journalism. The main motivation of the study is the idea that sports journalism and digitalization have become contemporary research areas over the past decade, and that digital media continues to increase its importance.

In the scope of the study, it can be stated that football journalists are transitioning to a “secondary journalism” position in this new process, which is different from the usual, as football clubs now share important news related to them through their official social media accounts. The purpose of the study is to open a discussion on this concept.

While introducing the concept of “secondary journalism,” the research’s aim is to conceptualize the secondary position journalists face when presenting news to the audience, contrary to the conventional role of being the primary source in determining the agenda and delivering the news. This shift occurs as clubs now share their news with the public through official channels, including special content and professional public relations units' activities.

Football journalists share the news content presented to the public firsthand by the football club, initiating discussions and evaluations by posting this news on their own social media accounts. In this context, the social media accounts managed by the clubs’ professional communication teams are the first to share significant football news with their followers. It is believed that the traditional media habits, where football reporters or journalists were the primary source for accessing news, have evolved into a secondary position, indicating a change in previous media habits.
Mansur Konuralp Aktaş, Zakir Avşar Copyright (c) 2024 https://buljourn.enu.kz/index.php/main/article/view/499 Sun, 22 Sep 2024 00:00:00 +0000 Bulletin of L.N. The press service is a link between the government and the people, between an institution (organization) and society. The press service of any institution (organization) strives to spread information in society, have a positive opinion in society, build mutual understanding with people, and advertise their work. This is probably why the need for a press service is so great.

Despite the fact that the tasks and goals of the press service in the field of public relations have been clarified today, the relevance of the study indicates that comprehensive theoretical research in the work of the press is still insufficient. The creation of the press service necessitates the replenishment of a number of research papers with theoretical material.

The purpose of the research article is to conduct an examination of the formation and modern directions of development of the press service in public institutions in Kazakhstan. In particular, the main works and activities of the press service of state institutions were analyzed according to comparative indicators.
